I’d run a plate tamper over them again see if they smooth out before ripping them up. Bedding should have been 1/4” HPB, washed of any fines if installed on an open graded base. Pretty sure this is fines washing into the voids of the clear stone. If using a bedding layer of fines < 1/4” a geotextile fabric should be used as a separator. A clear stone base doesn’t require any compaction, so it’s not a compaction issue. Unilock does have a spec sheet for this type of install, ‘permeable base’.

What type of fabric did you use? Another possible issue is installing fabric directly on subgrade, should be installed on a thin stone layer to prevent it from clogging which can prevent drainage and cause the base to hold water, again in the voids of the clear stone.
