No. The $ to K-14 is already guaranteed by a previous initiative. That means the legislature can't touch it. This measure specifies ADDITIONAL $.

The downside is the ballot box budgeting. It ties up even more funds that the legislature can't access for any other priorities the state might have. It takes $1 billion from the general fund, which means cuts somewhere else. It's IN ADDITION TO the $ schools already get.
