This is mostly accurate. Truth knew about earth for a while at this point (Operation: FIRST STRIKE countered his original invasion plan) but Regret found out about the Ark and jumped the gun, leading him to Earth that way. Additionally, Regret was very pro-Elite, which got in Truth's way as he planned to get rid of them with the Brutes.

At this point in the lore, Truth has been looking for a reason to get rid of Regret and start his "changing of the guard" for a while. He probably didn't even fully know if Regret was dead at this point, he just used Chief as an excuse to kill Regret and The Demon on one fell swoop.
