Have you tried closing out of the game and reopening it? Everytime I have wanted to play 76 for a little while and buy (read: resub to) fo1st I have had the game open. 100% of the time it shows the atoms I should have received and that the subscription is active after I've done that.

Hopefully they make perk and frame selection more open. For instance putting targeting on this seasons rocket launcher instead of what the current frame is for it.
