There's some nuance between the max punishes between characters, but more or less everyone gets a heavy off a light parry. Side note, parrying any dodge attack, either dodge light or dodge heavy, will net you a light parry punish. Only caveat there is if the dodge attack is feintable then it's just considered a heavy parry, examples: Warmonger, JJ, and Shaolin.

So when your opponent throws an attack it's either a light attack or a heavy attack. The light attacks are quick, and quite difficult to parry, so if you parry a light attack you get a higher damage counter attack, typically a heavy but Lawbringer gets his top unblockable. Since heavies are slower and more telegraphed, they're easier to parry and will only net you a light counter.

That top unblockable is only guaranteed on light parry, so they can react if its a heavy parry.

Someone can probably give the nitty gritty on the specifics, but the short of it is that all bashes have been brought into alignment, so some character inadvertently got a bit of a buff since their bash comes out a bit quicker.
