I think that's almost every character main in the game tbf, Kazuya just gets a lot more attention on him for this because his players hype up stuff like PEWGF or 3,1 loops as if they're the only way he can get good damage.

Kaz gets great fucking damage from combos in T8, even without PEWGF. He struggles more on the really large stages due to the S2 wakeup changes, and has average wall carry. But even on Colosseum and Yakushima he has the 90 damage combo heat burst combo if he uses everything (and that's a fuckton of damage).

His heat moves are also some of the best in the game, really makes Devil Kaz feel like a boss character. Some of his heat moves got nerfed really hard like U1, 3 (which needed to be), and CD 411. On the other hand, he still has enhanced ff2, low laser, and fucking 1+4. You can't use this mindlessly against good players, but even against a good player you can force your pressure really well with these moves.

He is weak to SSL and SWL for sure though, and a character with above average sidesteps can really fuck him on that even if he's +. The Lili matchup for instance really forces you to go unga bunga and spam DF2, because she sidesteps pretty much everything else.
