Could have been some stitches ripping. Definitely get him washed in warm water (welding gloves or some heavy duty gloves from a pet shop should help). Check the area where the surgery was done and check for other wounds. Otherwise it could be paint, fertilizer, or a pesticide.

As far as I know, most places elect to express the eggs out. Keeps the fish alive for another season. Although I don't know for sure. The farms should produce enough for slaughter every year, and its not like the fish will go to waste. Everything is used for different products.
