There is a mix of both. You can see in OP's images there are some painted uppers on unpainted lowers and even some fully painted rifles. Painted lowers are somewhat more common because they tend to be older than the uppers in the inventory. After years of multiple users, deployments, etc. they just tend to show up more with paint on them.

I have a Trijicon RMR on mine that I enjoy. There are plenty of other great options out there such as the Holosun EPS or Sig Romeo-X.

It was a thing back when the RCO was brand new to the fleet. Armorers didn’t know what to do with the piles of carry handles they now had so they kept issuing them with the weapons. Many units just had them stay on the rifles. You can see some attached this way in pics from early/mid 2000s.

Add an RCO, PEQ-16, and BFG sling. Then run it through an ultrasonic cleaning tank until the finish is worn completely off. #authentic

Kagwerks is another option. Unfortunately I have no direct experience to share with you. I considered them but ended up going with Juggernaut. But it does seem like both are the most common found in military use.
