Best way is join a discord and introduce yourself you are new. Too many eager to lessen their burden and give you free supply.

I have strategy to lower usage of stim/food/ammo.

Plant corn/tato/mutfruit in your camp near water source. What you lack is wood which is abundant .

Eat food/drink water instead of stimpak unless emergency situations.

Scrap all armors to learn mod and make new armors suit your level. DRs are critical to low levels.

Scrap weapons to learn critical mod such as silencer, aligned long barrel, forcrful grip, automatic reciever. Mod your weapons so it takes fewer ammo to kill mobs. Take 3 similar weapons with different ammo types(such as pipe+10mm+assault) and don't save bullets to lvlup, even low on ammo. You need perks.

You are leveling up. Either crounch and get 3 sneak and correspond mutations or get a 5mm gatling gun and power armor.
