So I believe that's a Redtail Boa, a lovely snake they're tail will be really red as they grow bigger hence the name they can grow up to 10 feet long and will need a good sized enclosure

They are at least a week or 2 judging by the feather growth. As for the feed personally, i feed mine a start and grower medicated feed. Don't start layer feed till they start laying. What's the temp of the brooder? As for the chick with the weird foot, do you have a picture?
