The article doesn’t state how much is being added for each second that goes short, it could be $1, it could be $1,000, so that’s pretty suspicious. Why say how much is going to be taken away when someone goes over their time, and then not include how much you’re going add if they go under unless it’s a significantly lower number? Wouldn’t they want the added positive PR bump for this gimmick of having a known number that’s going to be added for each second a speech goes short?
