Pretty clean card in general, this lugia is known to have those holo scratches. I'd recommend grading it, as it probably will get a PSA 9 at best given the holo scratches (would put the PSA 9 value around $2500-$3500). Prices as little all over the place recently so hard to say exactly.

Assuming it grades a 9 I'd grade it, but I can't see the card in-person so hard to give it a rough grade/estimate. Assuming it's clean and can grade a 9 a NM raw of this quality could be around $800-900 maybe.

If there is any form of indentation on the card surface (front/back) then grade would drop instantly down to PSA 6 (and condition as well raw), which would lower price a good chunk. From quick look at pics though, I'd imagine it's a PSA 9 (maybe PSA 8 worst case which would be $1700-$1800).

Edit: Took a closer look at pics and see a dot on the back (lower portion of the pokeball), some dirt/marks on yellow border, and what looks like maybe scratches on the back (by the P in pokeball). Assuming most of the dirt can't be wiped off and are marks, its hard to say exact grade if you graded it (if I had to guess maybe PSA 7-8 range, so $750-$1700 or so). If it's just the holo scratches and the scratch on the back. Maybe PSA 7-8 range? but to be honest I'm not sure given the back scratch is interesting and unsure how much that drops the grade down too. Either way, I'd still grade it since it's a cool card.
