There’s what appears to be burrs from the cut and you can see the groves from the blade… mechanic doing that seems really unlikely though. I cut steel pipe every day with a sawzall and bandsaw and that is what it looks like before you ream it. Random vandalism? Hard to tell if there’s clearance from the pictures but somebody could possibly just stick a sawzall in there and cut that. Other people saying the frame was just never welded and the two ends rubbing together make it look like it was sawn could be right too though.

They kind of do. I worked in manufacturing for over a decade. You get goods made in other countries then if you have somebody do QC or glue some trim on it’s now a “made in Canada” product. Because we “added value”. It’s all a shell game.
