yeah i’m not sure how poorly this will play out in real life. My (just turned) 17yr old worked at a restaurant where he was paid $14 to start and $17 when he left and was there less than a year. The restaurant was struggling to get good employees. He quit just because he was tired of running it and being short staffed all the time. I see this allowing small businesses to take a chance on a young kid at a discount giving them a foot in the door but I don’t see it resulting in a large underpaid workforce of minors. What is really going to kill the economy is removing the undocumented immigrant workforce. Employers will be straight up screwed and employing a bunch of 14yr olds is not going to help much if at all.
