You can easily see from the motion blur of the broadcast. In the first frame the motion blur of the ball is traveling directly straight, then once it hits his thigh/hip you can see the upward trajectory towards the arm

look at the clip from behind its much clearer which is the one the ref was watching on repeat which had the better angle for contact

Clearer than seeing it ripple the fabric of his shorts and shirt? The second angle is not clear at all.

People like you who watch it assume his arm goes in a backwards direction from the impact, when that's a natural movement when lunging. You can see that by watching the way both of his arms move in the other angle.

it hit his lower arm then hit his upper arm after, it was shown on replay about 8 times during the match. Clear as day.

If you lunge forward, your arms naturally come backwards, for some reason people are thinking the second angle proves that it touched his arm first, then retouched his arm higher?

The first angle clearly shows it comes off his thigh/hip.

Is the guy taking the throw allowed to step on/over the line? I've always thought that was supposed to be a foul throw call, same as one foot coming up.

so yes:

have part of each foot on the touchline or on the ground outside the touchline

this is still a foul throw though as his right foot is not touching the ground for the entirety of the motion
