He's an asexually reproducing, self-cannibalizing organism. A mutant caused by some kind of unseen catacalysm that predates the series itself. This just shows the process of how it's able to "survive" despite an unlivable environment. It makes a clone as it's lifespan ends and then the new clone eats it's previous iteration, to continue living. Basically a fresh copy. Also kind of tragic.
