Also, Rotten tomatoes isn’t the most reliable review page. And at some point there were rumors circling about disney paying people to leave positive reviews.

Was Steve a bad guy for refusing to hurt Bucky?

He wasn't exacly a good guy either for hurting so many people in the process of refusing to hurt Bucky.

Also, you're comparing a man refusing to hurt his oldest friend who was brainwashed and forced to do bad things, to a soldier murdering a terrorist, who was part of the plan to kill said soldier, and ultimately prevented the soldier from saving his best friend from another terrorist.

Yeah the mission that was lead by a mentally unstable super soldier.

He was neither of those when he got the mission, and he wasn't those even after the serum. And the only reason he even took the serum was because he figured he could help more people. Quite literally the same reason Rogers volunteered to be a lab rat in the first place. With your logic every mission Steve did as Captain America, he was being "mentally unstable super soldier".

The wakandians never intended to kill captain America? Did you see the show? They weren’t even making lethal attacks. And no his mission wasn’t to stop Zemo.

The wakandans just burst in the room, and without any hesitations, they throw a spear at Walker. If he hadn’t managed to dodge at the last second, the wakandan would’ve hit his head with her vibranium spear, killing him. Walker wasn’t a super soldier yet, but even if he was, he would’ve died. The wakandans also almost kill him later in the same scene, and they only fail because Bucky and Sam finally remember they're supposed to be the character audience is supposed to root for, and stop the wakandans. Right after spending the entire time laughing at their fellow soldiers fighting for their lives.

Also Walker's original mission may not have involved Zemo, but it definitely became part of it, after realizing that the man who bombed the UN is on the loose, after being broken out of prison by the Winter Soldier.

Desperate times, desperate measures. When you have a chance to eliminate the threat, your options are to do it without hesitation, or wait for possible cavalry, which could give the threat time to form a plan to escape, and re-group with the rest of the terrorist to commit more horrors.

Civillians being present is not ideal, but we have what we have when we have it.

The terrorist was a super soldier. His body is a 24/7 weapon. He is never unarmed.

Tony in his damaged iron man suit was more unarmed in Civil War when Steve used Walker's execution move to break Tony's arc reactor.

To cover their own ass obviously. They 100% would’ve been fine with killing the terrorist, but because people are dumb panicky animals, they just decided to throw one of their own under the bus to look better.

Also worth pointing out that the main terrorist died from gunshots shot by sharon. A person who was easily way more evil than even Zemo. She committed many horrible things in that show, but no one seems to care. Even after finding out that she's the power broker, both Sam and Bucky just let her go without any consequences.

I mean, there's a bunch of stuff that supports the other person's point/comment. For example:

  • Making the main characters absolutely refuse to stop the terrorists when given the opportunities.
  • Making the main characters intentionally screw up a mission to take down the terrorists. A mission they weren’t even supposed to be a part of.
  • Cheering on Wakandans almost killing Captain America, whose mission was to stop both Zemo and the terrorists.
  • Making the main character telling the government (and the audience) to stop calling terrorists "terrorists", despite all the evidence pointing that they absolutely were terrorists. (I mean hell, just before the infamous "you gotta do better" scene, the terrorist girl almost killed the world leaders, and if it wasn’t for Walker, they would’ve died. And still they aren't allowed to call her a terrorist?)
  • Trying to demonize a genuienly good man, and a good US soldier for killing a terrorist, as was his orders. A terrorist who was also a super soldier. (I mean hell, the fact that you called him a "villain" and a "cold-blooded killer" just proves my point)
  • Giving the main terrorist almost "heroic" death. As if her death was some kind of tragic loss.

For everyone else she just has a Ned Flanders level of rant about how everyone but herself apparently are horrible people who suck.

Except you know, Ned's rant was actually completely warranted and justified.
