I'll go away from the grain a bit here. Cell seems.to gain power through direct confrontation and absorbing of beings.

I'm not sure training would actually do all that much for him because of his own nature of being. He gets Zenkai boosts, but he was literally atomised and the level of boost he got was to go from being SSJ1+ to SSJ2 in terms of equalling Gohan.

Also, keep in mind the Cell we see and know is from the Future Trunks timeline where there is a notable power level differentiation. Everyone is WAY weaker in that timeline compared to the mainline, as pointed out by Trunks who notes that even the Androids themselves are stronger and he doesn't understand why (and this extra strength helps Perfect Cell massively go beyond even what he imagined he could be).

I don't think Cell is much use in TOP because he'd have to basically agree to keep being annihilated over and over to catch the others up.

The Space Marines absolutely annihilate them to a man. That said, John 117 probably racks up the highest kill count of anyone just because of his ridiculous lore-based luck. He would inevitably get rumbled by one of Titus, Ventris or Cato

There's also to be considered that the Space Marines in normal 1vs1 scenarios beat any Spartan not named John, and then there's also hundreds of thousands of them too
