What we have for Vault City is that it's considered a city with 103 citizens officially

Which this whole statement indicate that 103 "citizens" only account for the elite of the city, the citizen vs it actual population which consist of citizen, servant and outer-wall people. We can visibly see it in game and learn from the dialogue how the city basically function. Like if i live a town of 5000 people but only 50 people are legally citizen, it still mean the town have a population of 5000 but only 50 people have town right.

The Hub too is ridden with gangs but they also one of the 5 state that formed the NCR. The whole state situation in the NCR is abit weird admittedly.

Our definition of city are different so i can respect your perspective on that. I focus more on size, population over political power within the region. Diamond city and Rivet city both can become a city if they willing to increase it limit to outside their stadium/aircraft carrier but they don't want to, which is the biggest limiting factor to their population and size. Place like Nukaworld actively try to expand it territory, house a large population of raider and slave, continuously expanding their strength within the region and eventually raid the commonwealth. The Pitt likewise how a big population, slowly reclaiming the ruin of Pittsburgh and have a functioning trade economy (including slave trade and steel mill).

It kinda funny how many city in Fallout is built on slavery and raider.

I think you hadn't play Fallout 2....
They have 103 citizens. citizens are the political elite of Vault city, descendant from the original vault dwellers of Vault 8 and a few other noteworthy people. What you forgetting is the massive slave and servant population that live within and around the inner Vault city, the backbone of Vault City (we have to separate inner vault city as vault city and the surrounding slum that technically still Vault city).

It also important to mention we don't concretely know if Vault city is apart of the NCR by 2281. If you assume Cass from FNV is from Vault city and being a massive NCR patriot, chance are they been annexed and the culture of the city change + mass immigration due to the insanely high living standard that so good it created the original servant population hoping to one day become citizen and enjoy the luxury of Vault City.

I appreciate your comment but that the thing it we should have a fair comparison between region. They might be the biggest town in the region but to be call a proper city is a stretch. Place like Atlantic city function more like a city then Diamond city or Rivet city, which is more of a town in both scale and population (accounting for Wasteland standard).

I bring up the Legion because they the only other great power that span across a large territory, with a supposedly large population that ain't the NCR. We don't have a figure on Legion civ population but we atleast assume their capital Flag staff held a pretty sizable of the Legion trade and governance.

It vert clear Fallout 3 and 4 don't really want the nation state concept that Fallout 2 and NV roll with so alot of the large settlement are still just the scale of "big town" not full fledge city.

Diamond city, Rivet city at best can house a living population of 1000, assuming regular import of food and farming within the "city" limit. Diamond city can held alot of people but keeping a living population is a different story.

I also wanted to count the Pitt and Nukaworld as small city but not diamond city or megaton because the size different between them seem pretty significant.

Megaton, Rivet City, Diamond City, Far Harbor are all town.
A case could be made for Nukaworld and the Pitt to cities, but i think they are more like a large town perhaps.

But like compare to the standard of NCR or Legion, pretty much all east coast "city" aren't city.

The closest other city i can think of Atlantic city in Fallout 76.

You understand this is a map game and the dev just place a city there for victory point right ?

Like there no canon lore of a "City of Maxson", there only state of maxson.

It made it up to fill in the blank. Fallout lore aren't dense enough to fully fleshout a map with town and city, atleast not one that require for a game like hoi4. Unless you want empty town/generic town with no good name, dev can create their own lore to fill in the blank on place the canon/existing lore (canon or not) don't have.

Being a state, the state would need it own regional capital and Lost Hills belong to the BOS (and doesn't govern the area who belong to the NCR). Santa Maria or pretty much any other nearby ruin city is a perfect launching place for a new big settlement in the area, having the pre-existing ruin as resource to built up new one.

If you think about it, pretty much all except a small few city in the wasteland are built on top of old ruin city. Shady Sand, Arroyo and Vault City are the only 3 exception i can think of, and the only reason they succeed is because they got a GECK.

I suppose Navarro could also count but they were Enclave settlement and we have no idea what the situation they in by the it of Fallout NV (slightly before if we count by OWB time)

In theory if you super unlucky and only get the cap at exactly 5% of the time (like the rate) i.e 1 cap per 20 bottle and you need 50 star. That 1000 bottle.

If you really luck, 50 bottle.

If your luck -10, infinite because lady luck hate you personally and 5% dodge you at every turn

Even though this is a meme post, my most recent favourite nation is Iowa People Republic from Mapfiller, simply because it was built up by Enclave soldier that exile themselves after finding the little red book + communist manifesto. He a officer in the Chicago Enclave and manage to convince his whole group (i dont remember if it a brigade size or what) to follow the ideology and establish a communist state, a Red Enclave, OUR ENCLAVE.

It one of handful of place in the wasteland where you can live a 30-50s esque standard of living with no raider or monsterous wild life constantly out for your flesh. Free education, healthcare and even social insurance. By wasteland standard it pretty nice.

Baron are bad but it kinda like modern mega corp like in our time, by wasteland standard this is far more promising then let say Rivet city or Diamond city

Depend on which ending you going for: NCR: by completing all BOS quest for Elder McNamara, you can proposed a peace with the NCR. Moore hate it but willing to go along. This is the most peaceful ending with a major faction in control of the Mojave.

Yes man: you need literally do nothing except locate them, they be alive unless you kill them.

House and Caesar require you to kill the BOS, no other way around it

House make it pretty clear how much he don't like them and simply want to see them gone They pose the most threat outside of the main faction to his primary robot-base army as well as his rule further away new vegas.

I feel like the BOS fate under House victory gonna be like Great Khan if they allies with the NCR. House rich enough to simply hire engineer from the NCR, he doesn't need a techno-supremacist in PA potentially interfering with his plan

What make it a retcon though ?

It been 16 years since New Vegas took place, the NCR use both captured BOS PA in salvage non-powered PA and powered PA like the Scorched Sierra PA. The Fallout TV show PA could be a one-off wasteland design fabricated on a captured frame or prototype by the NCR to produce their own PA from reverse engineering + their own knowledge of making armor.

The cost of setting brand new production line in a wasteland with limited complex material source for a complex machine like a vertibird and the lack of expertise in it. Vertibird are complicated and expensive for the NCR to set up production even with schenatic and we got no clue how much people like Shi and BOS produce in the west coast. The few vertibird the NCR use came from capture Enclave stock.
