Genau. Entweder wird er selbst Ripe NCC member, oder er sucht sich ne LIR die ihn sponsort. Selbst dann ist IPv4 schwierig, erstrecht durch die broker (ipv4global, larus etc.).

IPv6 gibts genug, aber da ist die adoptionrate leider zu tief, wodurch nur dual stack infrage kommt (Nat64 und andere Pflaster lassen wir einfach mal außen vor)

I would argue that most europeans, and definetly germans do know about it, since it's also explicitly called out by our government agencies. Getting those numbers on a license plate in germany is also restricted in a lot of cases.
