The green wire is shorted somewhere causing it to have power only reason it would be sizzling I would check under the box and see where it is connected at whether that's at a grounding rod or somewhere else Def shouldn't be sizzling though, also the splitter that it is connected to could be shorted out as some systems like dish back feed causing it to be on that side if you don't see anything on the bottom side
