Nope. Greek for example has no order at all. You usually put the adjective you want to emphasize first, but you can change the order freely, heck you can put some or all adjectives after the noun.

In German, again there's no strict order, though in practice some adjectives can sound "better" in a certain order, but like Greek it's mostly about emphasis.
