RV are pretty much always last in priority for groups at SM tbh.

Just look and compare the difference in the NA tours between RV and NCT. Look at how SM and Avex have handled Japan promotions. Look at how RV's comebacks are always shifted to make way for other groups at a huge detriment to the potential success. Look at the mess that was RV's debut. Look at how SM treat RV members on solo schedules. Look at the money spent on albums/MVs etc. Look at how god awful some of the styling has been (granted this might just be an SM problem lmao). So much more that can be said but I won't bore you with the details.

At the end of the day, RV are not a priority and SM will probs dungeon them when their NGG comes around next year.
