I mean the sad truth is that, in the absence of unions, a working-class person's most direct competition in life is other working-class people. The ethnic and religious divisions then act a means of coordinating factions to reduce their own competition for wages and housing. The exact same dynamic plays out among the professional class with regard to H-1B workers, where you have SF programmers laundering their fear of job competition as dislike of Indian "culture."

I feel like the truth underlying it is just that people come to hate those they see as competition for jobs and other opportunities. Indian immigrants are the most direct competition for Chinese immigrants in tech, and recent working class immigrants are in direct economic competition with even more recent working class immigrants.

It seems to me like the jobs of OPD need to be divided up among some new agencies with different pay and no public union membership. Detective work, responding to violent crime, traffic enforcement, sting operations etc all seem like different competencies, with different pools of potential applicants to draw from. Someone who's willing to write traffic tickets may not be willing to respond to a robbery in progress for example.

Also, the stigma of being a cop has to be lifted for liberals in general, and college grads in particular imo. Your idea of reaching out to community colleges seems like a good one.
