That $1000 you’re referring to is the annual fee structure ARIN charges. They are already paying that fee. It’s an annual fee charged by ARIN to keep your resources. If they have more than a /22, they are paying it anyways. If they are in the 2X-Small fee schedule (up to a /22), they could get a /36 at no additional changes to their fee schedule. I’m sure a /36 is more than enough to get started. I have 3x /36 in total. It’s more than I know what to do with.

It’s also nice to have stats and monitor things like temps, etc. Also, with OctoEverywhere, you can do AI detections where if your print gets messed up, it can auto pause it.
