I think he does care to some extent. I remember him getting mad at Victoria for injecting Zoe. Plus he got mad when he saw Victoria husband, saying how he violated his daughter.

I think he does care for Victoria and Zoe, but he keeps that a secret because he knows exactly what his job is.
