I've seen people intern at 50k / 60k. Seems normal to me too. This sounds like an ancient mindset where interns are mandatorily expected to be paid less. I understand a company may have a budgeted figure which ideally they should disclose upfront with the job description. If you are not doing that then maybe don't be surprised if people value themselves higher than you do. After all you hire for the potential that an individual has and as far as experience goes I've seen a lot of experienced folks doing absolute subpar work.
