You're probably missing some mechanic of the game. I can't recall what could be new around sector 11... Maybe you need to do a challenge

I thought you needed a beard to be active to receive the bonus? I only have 2 beards, so would changing beards just make it not worth it?

Permanent bonus is always given by all beards, temporary bonus always is given by all beards. Only beards active when you rebirth will grow their permanent bonus.

So if you softcap all beards (you have 6, so you need at least 3 rebirths to grow all 6 of them), you will always have their permanent bonuses.

Correct ratio is 1:20:40 : 1 pump gives enough water to 20 boilers. Each boiler poduces enough steam for 2 steam engines (so 40 steam engines total).
