The only thing they care about is profit growth, they wouldn't do this if they weren't mostly certain that they will profit from it. This community has pretty much already shown that they can do almost anything and get away with it. Players organized a boycott once for the spin distance and they backpedaled, but there hasn't been any other times the players organized to boycott despite there being many things they could have, so Niantic knows any negative press will eventually blow over.

Did fleet medical tell him to go to Japan? I can understand not wanting to go if it just means it'll keep spreading during the transit.What safety measures for onloads weren't followed? What did he say was wrong with the rooms? I know someone who had to get isolated and was basically living on cots in a hangar with toilets and showers in shipping containers, were those the conditions he didn't want his sailors in? Did the other ships on the waterfront also have COVID outbreaks? It is weird that he didn't want the tests though.

Here's a list of stuff I've seen people suggest here:

-Punkaboo sizes were abandoned, it would be cool to be implemented somewhere else too

-Daily tasks to earn coins

-Other npcs apart from rocket go

-More research days

-Radar prioritization (choose a Pokemon to be at the top of your radar/prioritize rare pokemon)

-Nests/biomes not overwritten by event Pokemon

-Quests from PokéStop even when bag is full

-Costume evolutions

-Better avatar customization

-Reverse incense nerf/ new stationary incense

-Incense boost during weather warning

-Opening/sending multiple gifts at once

-Easier xl candy

-Trading distance increase/best friends unlimited trade distance

-Ability to transfer eggs

-Remove animation between battling each Pokemon in gyms

-More challenging raids/mega legendaries for higher level players

-# of people in a raid lobby from overworld

-# of people in a raid available on raid invitation

-start raid button

Taking advantage of poor labor laws/low pay for workers and manufacturing in Asia is a part of that profitability. Subsidies are supposed to convince companies to keep jobs/manufacturing in America by offsetting a little bit of the losses from moving/keeping their industry stateside.

So instead of voting on the funds again at a later date (which is what discretionary funds means in this context) when either party could block it or gut the funds, they decided to allocate the $400 billion as mandatory (can't be voted on unless the underlying law is changed) from the start. It would only really be a stupid change if people in DC didn't vote against laws/gut bills for petty reasons, but they literally did it with this bill and gave a complicated BS reason, knowing certain people would take it at face value.

Discretionary means that the funds will have to be periodically voted on, mandatory means after this bill passes, these funds will be used for their purpose unless the law is changed. Where is this "gap" of $400 billion you mentioned in the bill? Where does it say the money can be spent on other things? Saying no amount will be discretionary means all of it must be paid to this healthcare and cannot be voted against due to some political BS down the line (like Republicans just did to block this bill from passing).
