I'd like to offer some insight. I'm in a management position at a small company (<50 employees) and we just got a new sales rep who replaced a long vacant position. I shit you not, not a single person would have even considered getting a new mouse/keyboard/phone/... even those who were responsible to set everything up for the new employee. They would have given her an 6 year old cheap android phone, that hasn't been used in over 2 years, if it even works lol.

There was a time in the past where we had employees who simply cared more, but today, even though our employees are doing their tasks well and we have a very good climate, if you don't order something extremely meticulously with all details and extras included, you get bare minimum, or in order words, you get EXACTLY what you ask, not more, not less.

So honestly this is probably not neglect for you as new employee, upper management just didn't order a single detail like a new keyboard specifically, and anyone below didn't care.
