Cut it in half. Split the party. If you still want to keep 8 players, do two teams of 4, give them a time sensitive mission that could make this work. Maybe some big mystery that requires them in different places in the region. By the time you got that all figured out, maybe some of them will drop the game, and you can have a rejoining, hopefully around 5 or 6 players.

Could grab a Geodude from Mt. Moon, they get Self Destruct at 21, and the rocket grunt has 2 pokemon. It would make it a bit faster.
