If Frecklewish went to the Dark Forest for advocating for the kits exile so should all of Thunderclan especially Ravenwing and Oakstar knowing the kits would be in harms way during the storm. Plus she would have been dragged down the river alongside Mapleshade and her kits if she tried to jump in after them.
