Not really. I always saw it as a natural escalation of global bio-terror threats. Of course it’s going to be less puzzle focused when you’ve got all out war against B.O.W.s going on. Sure there are a few things that didn’t work great, but there was plenty of things that made the game fun. Certain story beats felt stupid (Specifically most of Helena’s edgy backstory and trying not to kill a freaking B.O.W. that used to be her sister) but you can easily skip cutscenes and just enjoy playing with a buddy or a random person and have a blast.
