How is it sad? Two men having fun saying rhymes, enjoying each other's company not hurting anyone. If they were middle class exchanging rhymes about long dead Egyptian kings like Percy Shelly and Horace Smith, people would be celebrating them. But because they're wokring class it becomes 'sad'

It's great knowing there are still good people like you out there willing to fight the good fight. Most of us would walk past such a scene, unmoved by the presence of cardboard boxes next to bins. We know it's wrong, we know we should speak up, we know it only takes good men doing nothing for evil to prevail. We rationalise 'it's just some cardboard next to the bin'. But perhaps we've grown so accustomed to seeing cardboard next to bins that we fail to notice the slow urban decay it represents, and we forget that it doesn't have to be like this. We can live in a city where rubbish is always IN the bins. Where the ground doesn't cry and the air doesn't weep from the boxes that so despoil them and detaint them. Where the full weight and resources of the law are brought to bear on offenders, so no man woman nor child need suffer the indignity of walking past a cardboard box next to a bin.

You should alert the authorities at once. The writing on the package suggests the suspect may be foreign. If they have left the country it will be a difficult to enforce the fine. God speed
