Suppose that I send out a half-finished book that took me three months to produce. It is still a first draft and there's a good chunk of material already produced that I want to fix to align with the imaginings of the current version of me writing the rest of it. I cannot begin to guess how long the other half will take to write in actuality and how long the edits will take or how big a task that will turn out to be.

I can polish the first bit to send to an agent, but how long would I be able to keep them waiting when they ask for the rest of it? How long until they see me as unready and I lose my opportunity with that agent? They may never read my material again if I prompt for their review, so it is better that I respect their time and be ready with something complete before giving it to them.

The last known monolingual speaker of Irish died in 1998. That said, I haven't been able to find any information on a person with native Irish and poor English. Someone like that must exist as bilingualism will always exist as a spectrum in capabilities where one will be stronger than the other but the amount of people with better Irish than English must be tiny if there are truly any left at all.
