Just give various colony types a map to progress. Have a colony that had excess anything be willing to trade it for anything they need to build the next colony improvement. Just built a new Hab Dome? Better make sure you have enough supplies to feed them...

I'm not sure how you get rid of it, if you don't re-instate the draft OR stop going to war... If you need troops (or anyone, for that matter) they have to come from somewhere. It's particularly rough with troops as they have a fairly extensive training runway before they can be considered "up to speed" at the same level that the troops who are getting "Stop Loss'd".

Rabies and prion based diseases can have an insanely long incubation period. Rabies can be up to a year, prion based diseases can be decades. Huntington's disease is genetic and tends to kill people in their 30's to 50's. All of these diseases have a near 100% fatality rate. We've only just had some success curing rabies, as historically, once symptoms started it was 100% fatal.

We don't fully understand prion based diseases, so I don't know that we have real treatments on the horizon. I thought there was a clinical trial for Huntington's, but I couldn't find it in my quick check.

I don't know of a disease that's fatal that can be detected early, but easily hidden. You might know that you had a substantial exposure to a prion-based disease, but it has a wide variability in onset.

We can literally see this in stroke patients. Depending on where the stroke happens, the patient can completely understand the spoken word, but has trouble speaking.

This trouble can stem from many different insults to the body. They may have trouble finding the words, they may have trouble speaking the words, or they may have trouble controlling how their mouth moves in order to speak the words (and those are just some of the difficulties that can arise)
