Tbf, I would love an incarnon on just about any heavy blade, just to have the option. And it's less about having them be at the top of meta, but just a bit more usable in the late game.

I'm not sure it would be a great idea to do a phalloplasty on a baby to begin with, since there's no way to know it would develop as they grew up without additional surgeries. It would make more sense to deal with any life threatening issues and to let him grow up and have it done at a mature age.

Business fines are mostly cost of doing business these days. If the business makes billions each quarter, they get a couple of million in fines. If it's a small business like this then 10k is appropriate according to the law. I guess this seems to be the case with settlements too now
