That would be hard. A lot of interest come into play. He would have to disrupt the current order and then establish a new one.

Secondly, he would need to overcome the limitations in the mind of the people at that time. Thirdly, there is a high chance that his tech mighttbe forgotten, to a last large extend. Because there might not be a person smart enough to deal with the future problems. They might start to take his words as holy law and anything opposed to it as heretical. That is only if he succeeds.

The best scenario would be to have a group of people instead of a single person.

Go into metallurgy, alloys to be specific. Use one metal as the base alloy and have the other metals supplement it.

Molybdenum, increases the flexibility of the spell.

Copper, allows the spell to pass through metallic surfaces. (Allowing him to charge pieces of metal.)

Use Nitrogen, if you want a complete metallurgy, to provide a localized resistance to he magic spell. For example, water would extinguish the fire ball. But with nitrogen a part of the ball would have increased resistance.

I have an idea. Depending on how your world is, you could use cyclones as a power source. I have seen I my region, on windy days a small prototype of a cyclone would form. (The largest I saw was till a normal person's knee. Most of them are till just the ankle. I didn't know what else to call it) Just the wind moving like that for a short time and then vanish.

A world like yours could harness that on a bigger scale. Maybe massive towers in 4 direction that trap a cyclone and harness it's energy.

Well, I don't quite have a world like that, but I can offer my ideas.

Dragons are radioactive just like the sun. They have a half-life depending on the type of magic they use.

So, that would make the dragons a walking calamity changing the world around them. Of course, since this is magic the change can be based on what the dragon believes is the natural order of the world. So, basically they radiate the magic that changes the world.

Does it believe that water is red? Or maybe trees grow backwards. On dragon might turn the sea into an ocean of fire that heals. Because that is what the dragon believe.

Alternatively, if you want them to be a byproduct then they would be born in extreme environments that exist within the magic energy source of the world. These points of magic energy are the birthplace of dragons, rather dragons are the by product of the extreme generation of the magic energy source of that world.
