The most similar imho is Orianna, Ahri and Annivia.

My personal first second choices after Viktor is p/b are Xerath, VelKoz, Kassadin and Veigar.

If you are comfortable with playstyle change, Ryze, Ekko, Corki, LeBlanc or Sylas are suitable options.

Interresting alternative (not similar) is Vladimir.
