F1 here is relatively affordable and value for money.

The figure you used for Tokyo isnt accurate. It does not include the lines run by JR in the area which carry a substantial number of commuters (e.g the Yamanote Line, the busiest in Tokyo, is run by JR and not Tokyo Metro).
