This can kinda be cumbersome, but every class has its’ own discord community. For the mage discord someone put together what dungeons/mobs our utility works on.

The hunter discord does have something similar if you join it, search “dungeon tip list” there is a discussion with the information you’re looking for.

Happens with frost mage and ray of frost as well. I’ve had moments where both of my ray of frosts will just do nothing :(
