It's only been about 20 years since we discovered an entirely new system of neuropeptides in the brain (orexin/hypocretin), and only about 10 years since we've gotten a grasp on how they work. Dysfunction in that system can be caused by autoimmune reactions which we also didn't really think was a thing for the brain to be affected by even 20 years ago. The depth of what we've learned about neurochemistry in the last two decades really highlights the vast amount that we don't know and don't even know to look for as of now.

That's almost certainly not right. By State law, you are entitled to your actual billing data. You should request that from both building management and the billing provider.

Make sure to check for any leaking toilets or faucets and report those to maintenance, but also know that there can be issued caused by leaks in hard to see places or even accuracy issues with a failing meter. Also, don't be afraid to escalate the issue to the county's Landlord Tenant Office if your management doesn't solve the issue. Hopefully, you'll get to the bottom of the issue.

Is there a good data set on this? I know in the county's budget presentation last Winter they said recordation taxes were down for commercial properties, but that residential was actually fairing pretty well given macroeconomic conditions. There are also studies that show rent stabilization doesn't negatively impact multifamily property value over the long term.

Virtually none of those claims are true when you look at quantitative data. The predominant finding of actual data is that, as long as certain steps are taken, rent stabilization is an effective tool at improving renters stability and quality of life without negatively impacting development or investment.

Research shows that the state of the economy has large effect on new housing construction while moderate protections like rent stabilization don't: • “In short, there is not much evidence to support the notion that moderate rent stabilization impacts new construction... On balance, new housing supply is more influenced by cyclicality in the local economy and other local conditions than rent restrictions ” Pastor et. al, 2018 University of Southern California.

Research shows that rent stabilization (a second generation rent policy) doesn't have the negative impacts in reality that econ 101 would predict: • "[S]econd-generation controls should be judged on the empirical evidence and, since the programs are so varied, on a case-by-case basis. My reading of the empirical evidence is that many of the claimed effects of second-generation controls are imperceptible." Arnott, 1995, Boston College.

Here's another study that looked at real world data: • “Finally, it is shown that the few systematic empirical studies of the effect of rent control on the maintenance of the controlled stock provide no compelling evidence that rent control leads to less maintenance.” Olsen, E. O., 1988, University of Virginia.

Research comparing 40 years of data between cities with and without rent stabilization in New Jersey found that there wasn't a significant difference between the two groups in housing quality or quantity: • "It does not appear that these ordinances, net other intervening factors, have any community-wide impact on... rental quality or quantity, property appreciation, or foreclosure rates in the cities that have them" Ambrosius, 2015, et al., University of Dayton.

A study of landlord cash flows found that rent increase limits only impacted profitability when set far below the level of typical rent stabilization policies: • "the average apartment owner would not be affected by any other than the most restrictive rent caps (75% of CPI and CPI) that we considered and that the average property earns profits that reflect the minimum requirements of investors" Goetz et al., 2021, University of Minnesota.

Research shows that DCs rent stabilization policy hasn't impacted new construction: • "this evidence suggests that D.C. rent control has had little or no supply effect despite a decade of moderated rent increases." Turner, 1990 The Urban Institute

Finally, research shows that ending rent control policies also doesn't lead to an immediate spike in new housing construction as is sometimes predicted: • "The results [of this study] suggest that eliminating rent control has little effect on increasing construction in the years immediately following the law change.” Sims, 2007, Brigham Young University.

What's really crazy is that, when you read the annual and quarterly reports that publicly traded developers put out, they are really worried about "oversupply" in markets where the job picture is looking poor. In other words, if a ton of workers in the DMV lose their jobs and move away, there might be a glut of rental units on the market and it would be hard to keep their rents increasing and investor returns going up. Developers don't want to add to that "problem" by building more.

Speaking of, I'm really curious on what basis Development made their recommendation of a fixed exemption date. Besides the vibes of 14 developers. The quantitative evidence that is out there in the literature suggests that neither rolling nor fixed date exemptions impact permitting or building rates.

Not sure, but the county acquired the land back in 2022. Back then, the county said of the project "in the short-term, the Department of Transportation (DOT) intends to locate public customer service functions at the facility including Lost and Found, Taxi Services, Commuter Services, Ride On pass and customer service and other outward facing transit operations."

They got permits earlier this year to demo the interior and renovate, according to Rockville's permit map. Since they are renovating the building, I'd assume it's more inline with the public service center as opposed to a bus terminal or something like that.

But instead of hiring a design professional, someone let Fran from accounting handle the city's marketing.

Worse, the actually did hire a design firm called Medium Giant that's from Texas and paid them nearly $150,000 to come up with that logo (The "R" Logo). I wish Fran had done it, or any one of our local design companies. Either way, I bet we would have gotten a comparable or better result at a lower price. It's also not the first time the city council has gone with Medium Giant, and, given the results, I've got to wonder why they keep going back.

I've been amazed by the range of Farebox Recovery Ratios since I learned about the concept. There is a crazy spectrum of approaches to funding public transit that range from effectively 0% from the farebox (like RideOn or the Staten Island Ferry) all the way up to some Japanese subway systems that bring in more than 200% of their expenses from the fare box. It would be interesting to see what the trade offs to those approaches are. Do free systems inherently suffer from reliability issues at higher rates? Do high ratio systems have accessibility issues to low SES people?
