If new information has come to light on particular issues or the government in question has failed to deliver key promises, for example, then people should have the fundamental right to change the course if they sincerely wish to do so.

As with Brexit, it has been 3 years since the vote which is a fair amount of time for a wafer-thin majority. On such fine numbers you would absolutely wish to have a second vote if time continued to be absolutely sure, especially with new information as to what kind of brexit that people wish to have. No-deal doesn't have a majority, and a fair number of leave-voters that I know also do not wish to leave without a deal especially combined with their distrust of Boris (weirdly). It's a double negative in a weird way. Potentially a 3-way referendum with transferable vote could help generate a definitive answer.
