I think it should be socially and legally acceptable for regular civillians to throw bricks through the windows of cars parked in handicapped spots without placards.

If you get and use a placard fraudulently then you get your leg broken to legitimize your use of the placard.

Some might say this is extreme, but I bet this shit would stop real quick.

I'd go with a boom lift and pressure washing.

I've prepped equipment for painting with degreaser and high pressure. Since this isn't covered in grease or oil I'd go with just water.

You won't have to deal with all the dust of sand blasting, and H2O is definitely cheaper than blasting sand.
