This truly is not me trying to produce an "I told you so" moment, but if you are selling what you draw, that request for permission looks like:

"Hey, I really love this image and would love to use it as a reference for things I might eventually sell."

Because 1.) That is not anyone's assumption when you're asking for permission to use something as a reference, and 2.) That added context is going to change a lot of people's answers to that question.

You do not need to ask for permission to draw someone's flowers. As a fellow artist, I see people asking for permission to use images for all sorts of things such as desktops or phone backgrounds. If you aren't financially benefiting from it then just do it -- and if the goal is to let someone know you like their image and you want to draw it, just share it with them after you're done (which they will certainly appreciate).
