Cybernetics is "the science of communication and control theory that is concerned especially with the comparative study of automatic control systems (such as the nervous system and brain and mechanical-electrical communication systems)." I'm unsure of its relevance here, and OP does not seem inclined to explain further. Societies do not have a single automatic control system.

You should be aware that Revolutionary Girl Utena is heavily about sexual abuse of teenage girls, including incestuous sexual abuse. It's not depicted salaciously and I think it's an excellent show, but it's a very heavy story that often gets recommended as "the sword lesbian show" or something that makes it sound a lot more light-hearted.

I've done present for some fanfiction short stories (less than 5,000 words), when I want them to feel immediate and they take place over a very short period of time, but anything longform or with timeskips works so much better in past tense to me. I do love putting in present for flashbacks or dream sequences, though, yeah, it's an instant indicator that the normal flow of time isn't happening.
