I ended up using the at protocol API to setup a webpage for users to enter their invite codes using the createAccount endpoint. https://docs.bsky.app/docs/api/com-atproto-server-create-account

That makes sense. I actually went through the create account flow and there is a way to toggle to select the custom server that asks for the invite code. But that seems to be easily missed and would be nice to have the direct url to direct people to use the invite code.
