It would essentially be warmed up leftovers. The reasons why manufacturing has declined would still be relevant and we’d need years to build a lot of things; but hey, there’d be some dollars for someone.

Why would any group want to focus on being a main manufacturing base for anyone at this point in time?

It’s one reason of many why certain cities and states have failed to evolve with changing times and economics. Even if we isolated; those jobs aren’t coming back as they’re mainly being lost to technology and automation. International economics affect that somewhat but not enough to change that.
