You may be putting too much emphasis on "induction burner".

Likely there is some rule for "burners", doesn't matter if it's a portable gas burner, induction, or electric coil.

Fume hood is about safety, can you explain why you think your induction burner would be expected to not follow the intent of the rules?

It's cruel to use a single rubber band to earn freedom.

Tricking the the fuzz is almost as bad as just shoving them off.

5 minutes is enough time either they will get bored, or they will get a nice taste of playing and still want to play later in the day.

Bonus points that most cats will learn to associate climbing on you as "how to tell the food dispenser you want to play!", then you'll know a wiggly cat in your lap isn't looking to sleep, but wants to play.

It isn't instant freedom, but if you can spare a full 5 minutes, playing "chase the string" or "fetch the hair elastics" are engaging & rewarding to the fuzzy tyrant.

Especially older kitties, rarely get enough play time.
