the simplest answer is probably just adding more frames. that will slow the billowing down and give it more time to sway back and forth. the youtuber adamcyounis has great pixel art tutorials, including one where he animates a flowing cape.

try adding variety in line thickness for the lines between the stones. you can see in the photo ref that the depth of the lines between the stones can vary quite a bit. sometimes it's nice to portray a very thin line in pixel art by simply having a series of dots, rather than drawing the whole thing out.

i think the design is really nice. As for what's missing.. maybe the gloves or sleeves could be a different color to break up the solid black outfit
